The event was sponsored by The Business Roundtable. TPA was in place from 1974 to 1994, under Presidents Nixon, Ford, Carter, Reagan, Bush and Clinton. Each of these presidents used this authority to help expand U.S. economic growth and tear down foreign trade and investment barriers. Since the expiration of TPA in 1994, the U.S. has fallen behind in negotiating trade agreements in foreign markets.
